Senior Business Analyst

Optimos is supporting and enhancing a complex Enterprise Case Management system for our Federal client. This position plays a key role in supporting the Agency’s implementation of its strategic objectives as well as guiding the efforts of the Optimos team. Our team is combining exceptional technical expertise and knowledge of our customer’s business in order to deliver quality applications. The team delivers Operations & Maintenance (O&M) and Feature and Enhancement (F&E) releases via an iterative Sprint cycle. While the primary transactional system is Siebel CRM, an OBI infrastructure is in place to support all BI and reporting needs for the agency. The selected candidate will facilitate communication between stakeholders, end users, and the technical team.

Essential roles and responsibilities

  • Act as primary liaison between key business stakeholders and the technical team, building and maintaining a strategic partnership between the business, the OCIO, and the Optimos team
  • Act as consultant to the business, understanding their mission and then suggesting process / technical improvements that address agency’s needs and wants.
  • Facilitate requirements gathering and analysis sessions with the business users
  • Coordinate and gather functional requirements and explore design solutions with the technical team
  • Negotiate features and functionality to be included in projects
  • Able to develop Epics and Stories, including acceptance criteria, as well as coordinate the process to estimate work requested.
  • Provide guidance to QA team on priority of features and functions
  • Direct the efforts of the junior Business Analyst
  • Support the design of business processes including documentation of use cases and functional specifications
  • Assists in problem resolution when necessary
  • Facilitate sessions with the technical team to analyze requirements / Stories and conduct a detailed fit-gap analysis
  • Document project specific artifacts to include requirements traceability matrix, fit-gap analysis, Epics/Stories, functional design, test cases and scripts, test results, training materials
  • Facilitate and perform overall testing of the application modules including system, integration and performance testing
  • Provide user training of the application as required to business users

Required experience and qualifications

  • Must have excellent communication skills and demonstrate past experience in building positive, productive client relationships
  • Must have over ten years of business analysis experience, ideally including five or more years’ experience with Siebel or Documentum applications
  • Ability to work in a dynamic and changing environment, with limited supervision required
  • Must have experience working in an application development environment, with knowledge of software programming concepts and processes
  • Must have experience in facilitating end-user Joint Application Design (JAD) sessions to capture business requirements
  • Must have experience developing and delivering training documentation and materials
  • Must have experience coordinating application testing and providing metrics to show testing progress
  • Experience with Internet / Intranet architecture and governance
  • Experience in business process engineering
  • Bachelor’s degree in computer science, information systems, or related field
  • This position is open to any candidate authorized to work in the US

Preferred experience

  • Experience working with case management systems or experience working with a Federal legal agency
  • Experience as a consultant serving the Federal government
  • Experience with applications that interface to EMC Documentum
  • Experience with OBIEE in conjunction with Siebel
  • In-depth experience with content management systems is preferred
  • PMP or ITIL certification
  • CSM or CSPO certification
